Criminals and Scoundrels: The 25 Most Corrupt Officials of the Bush Administration

From Citizens for Responsibility and Ethics in Washington: Criminals and Scoundrels: The 25 Most Corrupt Officials of the Bush Administration (PDF)

While they are specifically prohibited from commenting on the Scooter Libby trial by Judge Reggie Walton, or anyone else in the trial, they have meticulously documented and annotated their findings.

The first few:

Claude A. Allen, White House

Eric G. Andell, U.S. Department of Education

Margaret Burnette, Food & Drug Administration

Lester M. Crawford, Food & Drug Administration

Lurita A. Doan, General Services Administration

CREW tends to rank these by position more than the seriousness of the crimes, as befitting the supposed "morality" of the far right, I suppose. Allen was Assistant to the President for Domestic Policy when he was arrested for (and eventually convicted of, after a plea bargain) shoplifting. He resigned when arrested. Some of the others involve misappropriating millions of taxpayer dollars and being hopelessly corrupt and incompetent in their job.

This list does not yet include the high-level corruption of Cheney, Rumsfeld and their ilk. CREW mainly goes on convictions and bipartisan investigations into hanky panky. As it is, Bush Lite's administration may break the record for convictions held by the slimy Reagan/Bush administration.
